Thank you. As of now, we have only solved some minor bugs, but I am happy to say that I've finished the title localization in Sweden. I'll move on to Norway now (to finish all of Scandinavia) and revise the Low Countries.
Since the last legitimate Roman emperor (Iulius Nepos) died in 483AD, anyone who would proclaim himself emperor in some backwater province wouldn't be accepted by the Imperial Senate in Rome. Therefore, you have to wait until 483, when you'll be alerted of Nepos' death by event. You will then be able to reform the Senate.
This will probably change in the future, though, when we expand to Italy and focus on the Fall of the Roman Empire.

While all of Denmark, Norway, and Geatland (so no Sweden for now) are in the mod and entirely playable, a lot of the localization is left unfinished, due to the large task of finding old locations and reconstructing their original, Proto-Norse names. However, it is on top of my personal to-do list, and we'll get to it soon :)
