i think you are supposed to select the directory where your gta-vc.exe is and not your gta-vc.exe.
so...
C:\Program Files (x86)\Rockstar Games\Grand Theft Auto Vice City
and not...

and window defender thinks that the launcher is some kind of a malware virus

i dont know about the cpu but 4gb ram and an intel hd grpahic card dont know wich one btw i had another problem when i zoomed in with the sniper from the tutorial the game simply just froze a few secs later

its wokring with a bunch of fps drops everytime it loads a 3d model
