Having trusted officers at the head of squadrons or fleets is much better than "Random Admiral/captain #473"

It depends on how well the game makes use of them. Most games it might as well be 1s and 0s, there are some games like UFO where you care about your guys, so when one dies it's heartbreaking.
Yay for a back story makes games more enjoyable.
