I dont know if its only my version or not but Desura seems to try to load "99 Levels To Hell.exe" but in the folder the exe is named "99 Levels To Hell .exe" (notice the space between Hell and .exe), if i start the game directly from the folder it works fine so only Desura seems to have problems, also when I changed the name to see if it works Desura tells me that there is no data folder, which clearly is there. So i realy dont know if that problem is only in my version or if its general, just wanted to let u know.

I checked it.
So if you just rename the "99 Level To Hell .exe" to "99 Levels To Hell.exe" remove the space between "Hell" and ".exe".
And rename the folder "99 Levels To Hell _Data" to "99 Levels To Hell_Data" again remove the space, this time between "Hell" and "_Data" it will work. Sorry about that.
I've submitted a new build that corrects the error.

And @FarSoul thank you for the help :D
