He was the most unique in the first game, Different mechanics different attack, different jump scare. So they made him his favorite. Scott picked up on this and made foxy the only one who can't be mask-fooled in fnaf 2. FNAF 3 Foxy's mechanics were entireley different. He showed up even without the camera. (so does Freddy which is why scott wants freddy to be liked more) FNAF 4 foxy has an entiree different tactic (and once again so does Freddy but Scott just wants him more liked)
