Why so? Isn't Shockwave a stable and complete product? Going back to roots is not something I expected at all.
Makes sense to place some kind of field doctor to the outpost, who won't sell meds but can treat you right at higher price.
Simple, inject the body with some kind of nanomachines that work from human heat. In other words - radioelectronic beacon with personal crypto-key. If laser grid detects personal emission then it prevents alarm if person within certain range. Still has some loopholes but plausible and somehow effective.

I would recommend to look at C&C3; once again - the mode panel there is very convenient. Just select units and put them to any of 4 modes you want:
- hold fire
- hold ground
- guard
- aggressive

Red Alert 2 IS bizarre in the first place. YR made it even more strange in sci-fi kind of way. And that how people like it - more strange stuff. Mutant-brutes, time travelling, Tesla-tech that makes everything a living Zeus and other - that mix made YR unique.
HUD reminds of Terminator :) It is badass indeed!
Also, what about hand-to-hand combat? Do you have plans for it? I know, you need models and anims - but I can hardly believe that nano-augmented agent is not capable of taking down feeble humans by bare hands.
When I play Deus Ex I feel that most cyberpunk games miss classic interactions with augmented humans and robots - hacking them, putting viruses into them, use their vision, gain access codes, block weapon use, paralyze them, commit suicide or be suicide bomber, use weapons against allies, use them as lockpicks for doors or direct them to mines. In other words - take control over the battlefield!
In Russia called "klukva" style - "branchy cranberry" style. It's a method used in films and games for exaggeration of Russian or commie threat, wierdness or real features. Just like this: red flags everywhere, glory statues in front the building and cherry on top of that - a portrait of first spaceman, Yuri Gagarin, who promotes war effort. Still missing armored bears, barbed wire, torture chambers and shooting execution wall though...
