I recommend presenting models in a perspective view. If your modeler is having trouble with proportions, find some layouts or blueprints of the source material to work off of. level of detail is usually not a concern. as long as it's all constant. It looks like the model is still in a blocking stage. Just worry about proportions before worrying about detail.
I'm also curious of what software your artist is using?
I ask this because if it's 3ds max, the software has a nifty, out of the box, retopology toolset that'll help with reconstructing flow for the use of detail, once you get to that stage.
Right now I am using Blender because it is the best free software that i can find to make quality models on a tight budget. I would like to use something better but I just can't afford it right now.
Very bad model... to much details where there shouldnt be, not very accurate either, theres to much to list to tell here.
