A week ago I was started rewriting Counter-Strike 1.6 client library.

Do you mean as_ maps, aka VIP maps? I started playing cs when it was in alpha as a mod way before valve ruined it and I can't remember escape scenarios? :X
No, I mean the Terrorist Escape, not VIP Escape. It's es_ maps. Like es_jail, es_trinity, es_frantic (all maps from the beta).

I think, it will work correctly with czero server.
However it is client only.
You can start dedicated server in x86 emulator on phone, but it will be remote server. If it not require things such changelevel/save/load, it will be useful.
For Android? Awesome! Tried to play HL on lan with it, worked perfectly!

VGUI2 menus? Lol no. It's proprietary **** and doesn't exists for Android and many other OSes. But it's not hard to make a custom build of HLSDK with VGUI2 support.

Wow, this is awesome! I've been waiting forever for this. Just make sure the following are included otherwise it'll be no better than that pseudo-counter strike game, CS portable:
-bots with adjustable difficulty. (obviously!)
-team change
-all weapons
-multiplayer over lan
