When you expand your empire you first found colonies. You take 25% of their resources, which will help you grow quicker. But there is a downside: your colonies will gain revolt points. The revolt points depend on the amount of resources they take. Finally they'll be able to declare full independence. To avoid the rebellion you'll need to use your soft and hard power. Also you'll be able to make those colonies be parts of your core territory, if you invest much power.
