My Ideal RTS game would be basically some thing like this

GAME PLAY
1. Diplomacy would take place on a diplomacy screen where you would (A ally with another civ (B conduct warfare with another civ (C conduct trade with that civ (D send resources to that civ whether it be gold metal stone food etc
2. everything would take place in realtime whether building a city or gathering resources or conducting warfare on the map also you may start with some towns and buildings on the map but it's up to you to build them up give them walls etc etc
3. you would have 4 different unit category's 1 is military 2 Civil like villagers 3 government like assassin's dignitary's and priests 4 seige equipment like catapults and rams
BATTLE MECHANICS
1.Units will have mass and push mechanics Realistic formations large unit sizes among other things
2. Armies will be led by members of the ruling goverment and generals
3. if a standard is captured or the general is killed or and officer of a unit is killed
4. units can fight with in buildings if needed you could also watch them fight inside the building by zooming in closer on the building the building will become semi transparent if units are inside of it
UI
user interface should be designed to be both immersive and easy to use

Advice :
I know when i come up with really early stage ideas i generally have some sort of image of this in my head, i try to sketch it and see what comes of it, If i were you i'd simplify what you have there, it would take several years for a company like firaxis to create (basing this as civ in real time) so yeah , sketch and simplify.
