(Skip to the fourth paragraph if you want to see just the suggestion) Right, unlike a lot of people who are asking either with a set plan to mod, or believing that they will but later fumble (which I often do), I'm just going to throw out there and say that I'm just looking for ideas, I'm not in a position to make a game or a mod as big of a scale as what I have in mind for what I'm asking just yet. I 'would' like to be able to make a game with as grand a scope as what I have in mind, but currently I have neither the time nor the resources to do so, so I'm just going to think realistically and simply ask for the sake of asking.

Weird introductions aside, I've got it in my head that I would like to take the universe that I'm writing a novel for and make a video game from it. Given that this has occurred successfully before (the big one I'm thinking of being the Witcher games, which are based on a series of novels written by a Polish author), I feel that should I actually manage to be lucky enough to write a bestseller (which is highly unlikely, but still crossing my fingers in the vain hope it will happen), I would like it to be made into something like a game instead of a TV show or a movie. This is mostly because of its content; essentially, my story is inspired by books like Redwall, the Rats of NIMH, Warriors, and the like, in which the characters are animals given human characteristics (aka personification) and given their own societies and cultures in a fantasy setting. No, this is technically not something like furries, because unlike furries most of my characters physically differ very little from their original counterparts save for size and their posture...and aren't hyper-sexualized. Granted, a LOT of people won't see it that way, but to each their own. I find it easier to write about animal characters than humans.

In any case, the story takes place in a fantasy world, with fantasy characters with their own unique cultures that are each diversified in their own special ways. The stereotypical black and white stereotypes you'd expect in a book like Redwall is there; good guys are defined as woodlanders, bad guys are defined as vermin, and so on. Unlike Redwall, the black and white acts as a foundation but not the requirement; characters wind up being good or evil in the end based upon their actions rather than race, meaning a sea rat is just as likely to be a good guy as the mouse warrior, or a mole could end up being the evil villain that puts a character like Cluny the Scourge to shame. I won't reveal much else for fear of jinxing the story, but there will be some, at least slight, magic involved, and fantasy creatures as well...though these will be defined mostly by real-world counterparts rather than actual fantasy creatures (I.E. Giant bats may be a thing, but unicorns and griffons won't).

I told you all of that so that I could get to this part; the advice or suggestions. What I'm wanting to ask is what engine would you recommend for a fantasy styled RPG, or ideally what game would you recommend modding that currently is an RPG styled game? I'm looking for something that has relatively decent AI and pathing capabilities (something that can hopefully avoid Skyrim's infamous running in place because it's caught to a rock gimmick I've seen many a hostile NPC perform), while also providing pretty good combat options that feels adequate to use? Anything that you'd particularly recommend, or is there an engine you've worked on that was easier to program what I've mentioned above than others? I'm open to any suggestions.

You could try Fallout 3. I played with their modding tools years ago, and they seemed competent. Not sure the full extent of its capabilities (don't recall if you could add custom code or not). But it has solid AI, solid (not perfect) pathfinding, and is fairly robust.

I would, though since Fallout 3's engine doesn't like Windows 8 that would be a bit difficult. Plus I'm not so sure whether or not the combat style will work; it will be more medieval themed with melee weapons. Think games like Legend of Zelda or Dark Souls...thanks for the advice though!
