How to make a Street Fighter style Beat Em' Up game? Thread

So I am incredibly new to making games. I want to make a Beat Em' Up in the style of Street Fighter. What type of code should I learn to do this, and what program should I use to make/copy and animate the sprites I would use? Any help is much appreciated! Thanks!

MUGEN seems to be what you need. Most of the what you are looking for has already been programmed so pretty much half the work has already been done for you. As for where you can get it, I'm not sure so you will have to do a bit of searching.
