Does anyone know how hard this game is to mod? I was thinking of porting it over to the Temple of Elemental Evil engine, but need to be able to extract most game assets, such as character models, audio, levels.

Search Engines are your friend

According to the article, you linked, and a quick search, a few things are apparent:

There is a game-dedicated wiki: Farscape.wikia.com
A playthrough showing basically what the game looks like Youtube.com

And that the game was really unpopular.

Both for playing, and for modding. There seem to be NO mods for it, as far as I can see.

It appears to have PS1 level graphics, and plays like a generic isometric shooter game from that era. Looks a bit like James Bond Goldeneye (N64, '97), or MGS1 (PS1, '98) or Outcast (PC, '99) or Omikron (PC, '99)

It seems to have been developed by the muppets company, as well as an unknown one (I'm trying to get what formats are here. Also looking for engine if possible)

The egnine is probably a proprietary one (the worst kind if you want to tinker with it)

It seems to be retired, and have a free download (haven't checked it yet) Old-games.com

Now I put it to you: Why do you want to mod this game? How do you want to mod this game? Why do you want to do that change?

Due to its age, unpopularity (undocumented), and proprietary development, I'd say it's got a very high bar for entry with modding.

It might be easier to pick a more well known engine from that time, if you want to create a game in that style.

Otherwise, you'd need to have the game downloaded (I haven't), and find where the assets are yourself, and how to change them.

If you were really dedicated, you can probably unpack/repack hidden assets, and change how the entire game works by reverse-engineering the executable... but I'm guessing you won't go that far.
